New HTP Recognition Procedure - 2

3.     ADVANCE RECOGNITION PROCEDURE

An important feature of the procedure outlined below is that PHANA Council is responsible for ensuring that recognition is based on the results of adequate consultation with senior representatives of existing Helper training programs.  In effect, PHANA Council is responsible for facilitating the PROCESS by which a decision is arrived at – and those in the community with adequate knowledge and experience are asked to provide the CONTENT of the decision.

A.     APPLICATION FOR RECOGNITION

A new Helper training program seeking advance recognition is requested to send the following to the PHANA Coordinator:

(i)   Written proposal for the new program.

Section 4 below provides a checklist of information recommended for inclusion in the proposal. The preferred format for the transmission of the text of the proposal is an electronic file readable by the MS Word word-processing program.  This format facilitates speedy distribution of the proposal to those concerned with the recognition of the new Helper training program.

(ii)  Check for $200 made payable to the International Pathwork Foundation which currently maintains PHANA accounts.  This is a non-refundable administrative fee.

Since it takes time to arrange and complete consultations, new Helper training programs are requested to submit their proposals at least three months in advance of the sign-up of trainees.   Examples of activities within this time period are: clarification of points in the proposal; obtaining more information where necessary; consultation and discussion around the proposal; and (if necessary) formulation and agreement of adjustments to the program that would be needed if recognition is to be provided.

B.      CONSIDERATION OF THE PROPOSAL

The PHANA Coordinator is responsible for acknowledging receipt of the proposal, and for coordinating consultations and discussions concerning the proposal.  He or she will send the proposal to the Helpers Advisory Group (HAG) for review and advice.

While PHANA Council is the final authority for matters concerning PHANA, Council will normally be guided in these matters by the advice of HAG.  In the event of disagreement within HAG, PHANA Council may need to widen consultation to include knowledgeable senior Pathwork leaders and Elders who have relevant experience and knowledge.  In the extremely unlikely event that these avenues do not provide a clear determination, PHANA Council will be responsible for coming to a conclusion.

C.    COMMUNICATING THE RESULT OF CONSULTATION
TO THE NEW HELPER TRAINING PROGRAM

The PHANA Council Coordinator will be responsible for communicating the result of the above consultation to the new Helper training program in a clear and timely fashion.

The preferable outcome is for the immediate recognition of the new program and for the communication of this recognition.  Where the result of consultation is against immediate recognition, PHANA Council will seek to determine what adjustments are favored by HAG and/or others consulted concerning the proposal.  The PHANA Council Coordinator will communicate this information to the new Helper training program.

The PHANA Council Coordinator will be responsible for arranging for the newly recognized program to be listed in a timely and accurate fashion on the PHANA website as a recognized program.
